What was to be expected? That a building re-inforced with tin cans would collapse in a earthquake?
This comes under the heading of bloody stupid questions that answer themselves.

I would have said that the first was irresponsibly stupid and the second catastrophic.

Whilst I'd agree that using tins likje this was stupid, there have been many instances of apparently stupid things that have turned out to be amazingly clever. The other thing is that, from the builder's point of view this would have been brilliant - replace expensive steel reinforcing with cheap tins and rake in the money!
