I haven't a clue about what passes for thought in your brain, Vlad, but what has the dominance of four multi-national accounting firms (two with headquarters in London, one in New York and one in Amsterdam) got to do with Tony Blair?
As far as Carillion is concerned, surely the rot started with Thatcher who - if I recall correctly - maintained that private enterprise was inherently more efficient than public enterprise and so began the the long process of privatisation. The outsourcing of government activity is merely a logical extension of privatisation.

Vlad, you are (I gather from your choice of subject title) attempting to make a point about the involvement of the Blair government in the development of government outsourcing. And to support this you reference a newspaper article about the dominance of four accountancy firms.
