Not sure I follow Pompeo's logic here. Law isn't right or wrong simply on whether it 'works' in someone's view.

More to the point, for all that he could suggest defining and reporting the settlements as illegal hasn't brought about peace, I fail to see any world where deciding not to makes peace any more likely.
