The problem, IMO is that police don't just have a procedure, but they hide behind it.

What to do with a Met police that harbours rapists and murderers? Scrap it and start again
I've only read this headline so far, but it seems to on the right lines.
Scrap "The Procedures", (& if you are in the organisation), the police need to make a decision, then be prepared to explain it to anyone above, below you, including every journalist, every representative and everyone in a support group or with a interest.
I doubt it would be easy, but these reports to date are close to horrific.

Read it to me this morning and I still agree with it. It just occurred to me that it isn't just a police culture, it's part of ours as well.
It's all the rubbish about "asking for it" and every use of misogynistic crap that permeates through our "culture" as well.
The police culture should be more representative, but not of this stench.

In a culture like that, then there's a strong argument that a role like the police will find people who are attracted by the power.

They didn't do themselves any favours throwing their lot in with Thatcher for a bit of overtime either or turning a blind eye to Johnson's misrule in Downing Street.

What's that got to do with a culture of misogyny and covering up for rape and sexual assualt that predates 2010?
