Second, I'm amazed that the ticket inspector on the train wouldn't let him pay the full correct fare. It was clearly a mistake and it'll cost them more to prosecute than just collect the correct fare.

Thanks for the fixed link, even if the inspector made a mistake, there is a problem thar the process following on from that works like that, and that the conditions on the ticket are so obscure and not picked up by the automated system . It's will already have cost them more than the £1.90 in dealing with it, and they have the bad publicity it has generated.

Actually, the conditions are not obscure. If you follow the Tweet thread, somebody posted a screenshot of the info for the railcard when you apply for one and it plainly states a minimum fare applies before 10am on weekdays.
That's not to say things couldn't be better. The ticket app should not have allowed the ticket to be purchased for one thing.
