I caught Any Answers on Radio 4 today (I didn't hear Any Questions).

One aspect of UK administrative life cropped up - the fact that much of the essential infrastructure of the United Kingdom is in private ownership. This leads to a lack of strategic planning.

My dad, who did heavy electrical engineering for a living, thinks there may have been a dual feed but that one half was down for maintenance. That's not exactly what the article says, but we don't really know how expert the experts really are.
