In the context, I suspect that Baumann has been thinking about this for some time, and is not only thinking about governments, but authorities as a whole.    After all, did the SNP, or UKIP, or the Lib Dems, or Labour or the Tories foresee the upheaval in gobal economics that occurred in the middle of the noughties, say 10 years earlier?  If not, why not?  Was it because they had their eyes on other things that, in the wider picture were less important?
