That is the average IQ of a cross section of tested so some would be much higher and others, lower. 
In any case, an IQ of 83 denotes average intelligence and most people are average.

if you want to say savagery was a result of a low IQ, never mind, the issues with the idea itself, then it should reduce with 'higher' IQ. Since this does not appear to be the case, your position is logically incoherent.

That isn't a paradox. IQ such as it is seems to have no correlation to our inclination to what are savage acts.
