Leibniz was a very clever man.

No matter how sophisticated your philosophy, as a human you usually have to decide what "ought" to be and work towards bringing it about. At the end of over 30 years of one the bloodiest European wars and as an optimist and diplomat he must have felt obliged to try and put in place a framework in which different nations and religious sects could coexist peacefully.
