You have correctly mentioned that this man is from one of the dodgy ex Soviet Union Central Asian Republics. I remember that when the Soviet Union broke up, some parts of what is now the Russian Federation wanted independence, too. Tartarstan played the game, and warned Moscow that they were close enough to Europe to do their own thing, and wrung concessions from the central government. Yakutia tried to claim independence, nobody cared about them because they are in the middle of nowhere, and Moscow cut off all their air flights & isolated them until they stood down.

He's from a specific 'dodgy' example where as the link covers we support a mad regime.
