The Sinaii has always been problematic for Egypt - ever since it was handed back by Israel.
The semi-independent nature of the people there meant that Cairo was always heavy-handed in dealing with them - the present administration more than most.
I suspect that Daesh is just a peg the militants are using to hang their grievance on.
Of course "The West" will go into full-blown anti-ISIS mode, but the problems in the peninsula are far deeper thn ISIS - or even religion.
