The BCG innoculation used to be available in all schools (and pretty painful it was as well) Apparently this is no longer the case; TB has been allowed to mutate and once more claims lives.

You bet.
bring back universal BCG innoculations now.

IIRC .. (sorry no time to check ..) the BCG does not stop spread of the bacterium which is common everywhere including in vaccinated individuals.

Also, not clear if BCG is effective against the new resistant strains?

By how much? The % of the population that needs to be vaccinated for herd immunity to be effective must vary by disease?

I should think it would be a key consideration in deciding whether vaccination for a particular disease should be compulsory or not?

That and possible outcomes eg disability and mortality rates, the effects on the unborn etc.

Herd immunity does vary by disease - the more infectious the higher the vaccination level must be - measles is about 90% but polio is 80%.
