In terms of individual freedoms and equal rights this is huge:

They'll make their mind up! Illegal, then decriminalised in 2009, recriminalised in 2013, decriminalised in 2018. It's like the hokey cokey  ;D
Pain, or damage, don't end the world. Or despair, or fucking beatings. The world ends when you're dead. Until then, you got more punishment in store. Stand it like a man, and give some back. - Al Swearengen, Deadwood.

Theoretically, yes.
However in certain areas of the subcontinent, the legal system is seen more as a guideline than a code - unfortunately.
The laws forbidding child marriage have done no such thing; I fear this will be equally innffective.
"for, as long as but a hundred of us remain alive, never will we on any conditions be brought under English rule. It is in truth not for glory, nor riches, nor honours that we are fighting, but for freedom - for that alone, which no honest man gives up but with life itself."

I'd agree somewhat, but as a marker it is still hugely significant. If you look at attitudes on these islands its still not all miilk and honey.....baby steps, baby steps.
