Well it's hardly a move, it's one gymnast. I think it's a nice outfit andI think she should be allowed to wear whatever she likes as long as it doesn't give her an unfair advantage.
However, I don't that the abuse scandals (weren't they more about physical abuse than sexual abuse?) in gymnastics would have been prevented by the gymnasts covering their legs. Also, female gymnasts have always worn leotards as far back as I can remember. I don't think it was about sexualisation so much as being a practical outfit to do gymnastics in.
