Scotland's drug shame again

Hugely depressing figures yet again. Sturgeon's admitted that ministers took their eye off this. Doesn't look as if anything has changed

Surprised to find that the stats in my area show a slight decline.
I don't understand why, exactly, as there is no shortage of supply for your drug of choice.
