This is worrying, and given we no longer use RPI, understated. The Covid Stamp Duty holiday looks like a very bad policy.

It's inevitable. Apart from the issues mentioned in the article to do with the supply chain, the government had to spend huge amounts of money during the pandemic at the same time as tax receipts were very much down. The stamp duty holiday was a small part of that spending (or reduction in tax income).
