Not sure it's the best use of the Commission's time. Note I'm not saying it isn't, just don't know the prioritisation process or the demands on their time.

Bearing in mind it all happened a century ago, so there are probably no people still alive who were affected, it doesn't seem like much of a priority - even as regards precedent surrounding the death penalty.
