Seems sensible to me.

I've long thought that 16 was way too young to be able to make a decision about getting married. And certainly in E&W there has been this additional, and somewhat troubling, element of requiring parental consent for 16 and 17 year old. This certainly raised the possibility that it was parents, rather than the couple themselves, pushing for marriage.

Spoken as someone whose daughter had her 16th birthday last week!
