The headline gives the impression thar it's 800m being spent but it's a package of savings apparently to be achieved by better use of technology. Which is fine but shouldn't be being announced at this level, and is a mish mash of actions in different areas, not a coherent approach. So it's desperate stuff from a desperate govt.
