If the report does recommend compensation, it will be a big issue for the Labour Party in the election, and any government they were to form if they win it. It will be very difficult for them to avoid supporting the compensation in the campaign, even if they caveat it with statements about affordability, and then in govt, they will either have to cough up, which will be difficult with their approach to finances, or appear to break promises.
