Named storms

We have now had 2 named storms cross the UK in the last week - Abigail and Barney - and are expected another period of stormy weather today.  However, today's storm hasn't been named.  What's the requirement(s) for a name?  Strength of wind; amount of precipitation; ... ?
Are your, or your friends'/relatives', garages, lofts or sheds full of unused DIY gear, sewing/knitting machines or fabric and haberdashery stuff?

How about 'Pipsqueak' as todays storm doesn't seem as bad as the one we had yesterday! :D
