Tesco knowingly delayed payments

Is there anything that the authorities - financial or otherwise - can do to Tesco in order to punish them for this serious breach of the industry's code of conduct? Or will this be just another of those toothless reports?
Are your, or your friends'/relatives', garages, lofts or sheds full of unused DIY gear, sewing/knitting machines or fabric and haberdashery stuff?

Customers can probably do far more by boycotting them until they put their house in order.
