Not exactly joined up thinking, was always a half policy with the To fours unwilling to look at the need to replace housing. Be interested what you can buy back in Islington for 176,000

My recollection is that council house sale was a wheeze dreamt up by Keith Joseph and lovingly presented to his protege, Margaret Thatcher, as a kind of love offering. The money raised was to be used to reduce local authority deficits.

Local authorities were dissuaded from replacing the houses sold because The Market would take over and satisfy all housing needs. Eventually the publicly regulated privately owned housing association was invented.
