While I think Boris, just like anyone else, should be entitled to paternity leave, I worry that he's going to go missing again for a couple of weeks. Given that the Government seems incapable of taking any decisions in his absence and there are really, really important decisions required over the next few weeks, this worries me.

I don't think there was any evidence that the government was unable to take decisions in his absence. Maybe they weren't always able to take the right decisions, but I don't see that improving with Boris back at the helm.

I think the whole thing has made it politically very difficult to dismantle the NHS.

Actually there was a lot of comment within the political media about the way our government is structured - specifically that we have no mechanism for putting someone in the position of de facto interim PM. So basically that if the PM is incapacitated decisions reserved for PM level simply cannot be made. This isn't just an issue now, but has been in the past, for example when Churchill was incapacitated in the early 50s.

And while Boris was ill, depite the notion that Raab is in charge - he isn't, he cannot make decisions that must be taken at PM level. And indeed no significant strategic decisions were taken in that time, despite there being a pressing need for many to be taken. The decision not to relax lock-down is of course a non-decision as it effects no change. Not that it would have been appropriate but I don't believe anyone other than the PM could have taken a decision to release or relax lock down. And that isn't altered if the PM is unconscious in intensive care. It is a major flaw in our constitution, as has been pointed out by many political commentators and academics over the past few weeks.
