The article raises questions about who leaked the video, but it's not clear that "the video" was leaked: all it would have needed would be someone pointing a mobile 'phone at a cctv screen. As for Matt "Handsy"cock, not sure it was such a good idea to publish an article titled "Faith and Values in Public Life" on the Tory party website back in 2018:

It would seem that most people commenting on this ... err ... affair are primarily concerned with the lack of a two metre space between this couple. Much as I am pleased to see a fissure in the fabric of this wretched government, I am more concerned about the actions of a (I presume) civil servant who acquired the image concerned and then passed it onto the gutter press.
