They are doing this on purpose.

They want to exhaust us with their ongoing law-breaking and upending the normal rules of government.

For a while I thought it was just incompetence.

It is not. They are doing it with malicious intent.
Before we work on Artificial Intelligence shouldn't we address the problem of natural stupidity.

If I were a minister I'd tell my legal advisers to ignore that instruction. I'd want to know if what I was doing was illegal not what my chances of getting away with it are.
