That a govt minister thinks it's necessary to say this at the Tory conference does make one wonder about the party members to which it is addressed.

Surely, "renters" are the people who own the properties that are available for rentpayers to occupy.

So does this mean that there are gangs of property owners smoking weed?

Or does it mean that is (yet another) government minister with a poor grasp of English?
