If voice recognition software was invented today, it would definitely be called AI. AI has just become a marketing buzzword for a number of different but related technologies.

That said, it's astonishing that IBM can't make voice recognition software that can tell the difference between "butter" and "caramel ice cream". I suspect there is more going on than the BBC's surface level treatment of the story.
