Not quite - Mercedes have pointed out that they already supply several teams, and to add two more would mean that they were supplying more than half the field.
Ferrari have offered them a deal that they just don't like. Renault's deal is still in place.
They have options, they just don't like those options - much like, I'm guessing, Ferrari, Mercedes, Lotus, McLaren and the others didn't like trailing behind Newey's fantastic packages for the last 4 years, but they knuckled down, did the work, and either their times have come again or they may do in the future.
That's the nature of competition - the only thing worse than a bad loser is a bad winner.
