Actually you should aim that at Osborne, he was the one who announced the policy in his budget.

In addition, 98% of council schools improved in their first inspection after being rated 'inadequate' compared to 88% of academy schools.

He might have announced it, but it would have to have the support, at the very least, of the Education team.

I wrote to NM soon after the announcement and suggested that rather than looking at academies, the government ought to be looking at improving FE provision - and non-degree courses especially, as it is those qualifications which gain people the greater income nowadays - plumbers, electricians, etc.  especially.  Degrees are becoming 2 a penny and less lucrative.  Sadly, she ignored the FE bit and tried to make out how great academies are.
Are your, or your friends'/relatives', garages, lofts or sheds full of unused DIY gear, sewing/knitting machines or fabric and haberdashery stuff?

I have thought for some time that there is a 'void' in FE.  Kids leaving school are forced to chose between going for a degree (and taking on a mountain of debt) or a 'hotch-potch' of other courses (some of which might be of some use to them).

Personally, I think there is a massive potential in on-line courses, which is not really being properly exploited at the moment. These kind of courses are potentially very cheap and could offer a whole range of qualifications at all levels for all ages.

The majority of academies were created from failing schools. It's no surprise that they are not doing as well as the schools that weren't failing.

Has a plan to reorganise Junior doctors to get more for less but refuses to trial it. Could it be he knows it would fail to be better than the status quo?

I doubt if they had a choice. He holds the purse strings and needed it for his leadership goals.
