Actually you should aim that at Osborne, he was the one who announced the policy in his budget.
He might have announced it, but it would have to have the support, at the very least, of the Education team.

Degrees are becoming 2 a penny and less lucrative. Sadly, she ignored the FE bit and tried to make out how great academies are.
