Somehow? You mean, by not treating incoming applicants like freeloading scum to the point where they'd rather avoid the official channels? You mean by not withdrawing and misapplying foreign aid so that the places these people are leaving are not so terrible they're willing to try anything to get away? You mean by not flogging weapons to despicable regimes where they can be used domestically and internationally to devastate communities?Somehow...O.
