And how exactly would you go about doing that? In order to make them habitable surely drastic climate change would be necessary, which would make current habitable places inhabitable, I would have thought.
The density of population in Siberia is about 3 inhabitants per sq km. It is one of the most uninhabitable places on earth..though people do live in parts of it.
Meanwhile back on Enceladus, no one is trying to make it habitable for humans, and the article is not about that idea at all.
