Maybe that would be a place to which we could transport the worst criminals on our planet! Or would that be too mean to any life forms, however primitive, which may inhabit that moon?

I suspect you might be happier with Fiorina 'Fury' 161 - https://en.m.wikipedia.org/wiki/Alien_3

Why?
Because of your penchant for retribution before rehabilitation.

That is sweeping statement! ::) I said the worst of criminals! Paedophiles and serial killers aren't likely to be rehabilitated!

Before we start making Enceladus habitable...could we please try  the Sahara, Siberia, Australian desert, Antarctica....and many other non habitable places on earth?!

And how exactly would you go about doing that? In order to make them habitable surely drastic climate  change would be necessary, which would make current habitable places inhabitable, I would have thought.

The density of population in Siberia is about 3 inhabitants per sq km. It is one of the most uninhabitable places on earth..though people do live in parts of it.

Meanwhile back on Enceladus, no one is trying to make it habitable for humans, and the article is not about that idea at all.

Nothing I said covered anything about it being made habitable for humans either.
