No it isn't alright to push subordinates about a bit. Always treat other people as you would like to be treated.

What brought this on Phyllis? Something happened at work?

It might depend upon what you mean by 'rough' and the circumstances involved.  In the heirarchical armed forces, for instance, there is a certain 'roughness' towards subordinates to shape them into a fighting force which can meet even 'rougher' circumstances and where the safety of self and others is important.
