I think it is the Treasury's role to stump up the cash for annual covid boosters.

But given the impact on the economy of covid I think it is very likely that annual covid boosters will become the norm, not just on health grounds but likely cost effective to prevent lock-downs.

I think people generally have been unable to balance the cost of lockdowns against the cost of a worse pandemic. I count myself in that group.
