Yes that is correct - the amount saved by removing the subsidy would be tiny and would have no meaningful effect on the levels of taxes or investment in public services.

But that doesn't mean that the subsidy should be abolished. There is certainly a fairness element which would suggest it should go. But there is also the issue of expenses. For food it may be better for the tax payer to incentivise MPs to eat in places in Parliament as often as possible which may be cheaper that other places which would be claimed back via expenses. It seems reasonable that if you are asking someone to work in a place away from their home and most MPs need to maintain two places legitimately, and to allow work late into the evening that you'd be able to claim reasonable expenses for meals. It may actually be cheaper overall to provide this in Parliament than claim back for a meal at a local restaurant.
