This has been driving me nuts for months now. It is common across all media and is yet one more sign of a dumbed down country. Depressing.

It is so simple to fix:

"Raising hopes that the rate at which prices are increasing may have peaked"

EDIT:

To be fair the article it links to on the Guardian website does make the distinction.
