The bedbug story seems to have grown arms and legs since it firsr appeared about Paris recently. Not sure why Luton, in particular, has become bedbug city. It's not like they would have been wafted there from paradise. Though maybe they got confused by an advert at CDG for Luton, Beds.
The instructions to warrant a visit from the Special Bedbug Service seem as if they might be aimed at dealing with increasing numbers of spurious claims rather than bedbugs.

The bedbug story has only blown up because the media wanted it to. Bedbugs have been a problem since forever, but once you see a story, an infestation that you wouldn't normally comment on automatically becomes part of it.
